Urbz Sims in the City (for GameBoy Advance): Help?

I've had this game for a very long time, and there's two road blocks that I can't figure out how to unlock. The ones I'm talking about are: the one by the library in Urbania and in the Sim Quarter (on the hill next to the museum). If anyone could help me out, that would be great! Thanks so much in advance!
