Does aloe vera plant grow slowly?

I bought a small terrarium from a store and it contained dirt and aloe vera seeds. The instructions did mention that it may take up to a month for the seeds to sprout. For it me it took over 2 months to sprout. Now that they have sprouted, it has been almost 4 months and the plants are less than 1inch tall. Is it normal for aloe vero to grow so slowly?
