Can you adopt a Sim at any age in the Sims 1 and the Sims Bustin Out for PS2?

I Don't have these games, so thats why I'm asking this question. I want to know a little bit about the one or the other before I go out and buy any of them. I do have the Sims 2 and the Sims 2 pets, but they get old pretty quick. I'm looking for new ones. I already know that you can have and adopt kids in the Sims 1 and Bustin Out.
