Can I start any seeds in water by soaking them first?

Large seeds like corn and peas do best with this treatment. Tiny seeds do best with scattering on dirt first and no need for water. Yes filtered tap water is okay, or bottled spring water. Do it overnight. You need a tweezer, pref. with rubber on it.
